The Biden administration has consistently emphasized that the ultimate goal of North Korea's denuclearization is complete and verifiable denuclearization.

At the recent CSIS conference, Mira Rapp-Hooper, White House NSC senior adviser for Asia, said that 'interim step' could be considered in the process of North Korea's denuclearization, leading to strong disagreement among Korean Peninsula experts that this could send the wrong signal to Kim Jong-un. This is because Kim Jong-un has expectations that the United States will tolerate nuclear weapons.

Why is Senior Advisor Rap Hooper making a gesture that the United States can negotiate with North Korea at this point? There has been no dialogue between the United States and North Korea for four years under the Biden administration.

북한은 과거 미북 대화와 남북 대화를 하고있는 중에도 핵무기 계발을 지속적으로 해 왔다. 하루아침에 북한이 핵포기를 위한 협상에 돌아오기란 어렵다.
Former White House national security adviser John Bolton said that if former President Trump is re-elected in the U.S. presidential election in November, there is a possibility of reckless dealings with North Korea. In this regard, weight is being placed on the possibility that the Biden administration will be able to make appeasement gestures toward North Korea without changing its existing policy toward North Korea.

At today's(5th) State Department briefing, Spokesperson Miller responded to my question by saying, “White House Senior Advisor for Asia Mira Rapp-Hooper recently said that “the U.S. goal is still the complete denuclearization of the Korean Peninsula” and that “'interim step' will be considered in the process of denuclearization, Does this mean a change in the President Biden’s administration’s North Korean policy?" The spokesperson said “It does not indicate a change in policy, ” he responded, adding, “I would refer you to the White House for further elaboration on those remarks."
