On the 28th, President Joe Biden signed an ‘executive order’ prohibiting the sale of American personal information to countries deemed to be ‘countries of concern.’

Commercial data brokers and other companies can sell this data to countries of concern, or entities controlled by those countries, and it can land in the hands of foreign intelligence services, militaries, or companies controlled by foreign governments.”
“기업들은 그 어느 때보다 많은 미국인의 정보를 수집하고 있으며 이런 자료는 데이터 중개인을 통해 합법적으로 판매 및 재판매되는 경우가 많다”면서 또 “상업용 데이터 브로커와 기타 회사는 이런 정보를 우려국에 노출시키고 있다는 것이다. 그러면서 이를 통해 미국인의 민감한 정보가 “외국 정보기관, 군대 또는 외국 정부의 통제를 받는 회사의 손에 들어갈 수 있다”고 지적했다.
The executive order authorizes the Attorney General to establish safeguards to prevent the transfer of Americans' personal information to countries of concern and to ensure that those countries do not have access to Americans' sensitive information. Therefore, the Ministry of Justice announced today that it will prepare detailed guidelines to implement this administrative order.
이번 행정명령은 미국인의 개인정보가 우려국으로 이전되는 것을 방지하고 해당 국가가 미국인의 민감한 정보에 접근할 수 없도록 하는 안전장치를 마련하는 권한을 법무장관에게 부여했다. 따라서 법무부는 이날 이 행정명령을 이행하기 위한 세부 지침을 마련해 나갈 것이라고 밝혔다.
In particular, six countries, including North Korea, China, Russia, Iran, Cuba, and Venezuela, were designated as countries of concern.
특히 북한을 비롯해 중국, 러시아, 이란, 쿠바, 베네수엘라 등 6개 나라를 해당 우려국으로 지정했다.

They are purchasing this data to use to blackmail and surveil individuals, target those they view as dissidents here in the United States, and engage in other malicious activities.”

Today’s announcement fills a key gap in our national security authorities, affording the Justice Department a new and powerful enforcement tool to protect Americans and their most sensitive information from being exploited by our adversaries.”

President Biden's move is evaluated as targeting Chinese genetic companies such as BGI, the largest manufacturer of genome analysis equipment. The U.S. government has been trying to prevent Americans' personal information from flowing into China amid a long history of competition and conflict over trade and technology.

A bill is being discussed in Congress that would ban federal agencies from contracting with China's BGI Group in an effort to prevent China from accessing Americans' genetic data and personal health information.
