President Biden delivered a speech to the public at the White House on the 31st today (local time) and declared in a statement, "The 20-year US military presence in Afghanistan is now over."

President Biden also said, “Over the past 17 days, the US military has evacuated more than 120,000 citizens of the United States and its allies in the largest airlift operation in American history. They did it with unmatched courage, professionalism and determination.”
President Biden emphasized that it was "a unanimous recommendation from the Joint Chiefs of Staff and all the military commanders on the field" that the withdrawal should be completed as scheduled, and he also made his judgment on the decision not to extend the withdrawal deadline beyond the August 31, which he had declared. said to be responsible for President Biden said he had directed Secretary of State Tony Blinken to continue to coordinate with international partners to ensure the safe passage of Americans, collaborators and foreigners who have hoped but have not yet escaped Afghanistan. *There are many reasons why the United States decided to withdraw its troops from Afghanistan after 20 years, but I agree that the Americans could not be sacrificed without the national interest. Because no country does anything that is not in its own interests.
The only disappointing thing is that public opinion criticized for failing to implement a clear guideline to avoid confusion in the process before the withdrawal.
In hindsight, the US must continue the war on terror for the safety of the American people, so if we look at it from the point of view that it should be a military backing, it can be seen that the military mission is not yet finished in the war on terror.
In the war against terrorists, it is not the time for the United States alone to form an international united front with its allies and fight against terrorism.

Biden 대통령은 오늘(31일, 현지) 백악관에서 대국민 연설을 갖고 성명을 통해 “아프가니스탄에서 20년간 미군 주둔은 이제 끝났다.”고 선언했다.
이에 앞서 30일(현지) 오후 4시 30분 중동지역을 관할하는 미 중부사령부의 케네스 메켄지 사령관은 펜타곤 브리핑에서 기자들에게 “미 동부 시각 기준으로 30일 오후 3시29분(아프간 시각 30일 밤 11시 59분), 마지막 C-17 수송기가 (아프간 수도 카불) 하미드 카르자이 국제공항을 이륙했다”며 아프간에서의 철군 완료와 미국 민간인, 제3국 국민들, 그리고 취약한 아프간인들 대피를 위한 군사 임무의 종료를 발표한다.“고 밝혔다.
그러면서 “오늘의 철수는 대피의 군사적 요소 종결뿐만 아니라 2001년 9.11 테러 직후 아프간에서 시작한 약 20년 임무의 종료를 의미한다,”고 메켄지 사령관은 말했다.
한편, 전 날 메켄지 사령관의 군사적 임무 종결에 이어 바이든 대통령은 31일(현지) 철군 최종 완료 성명에서는 “아프간에서의 위험한 철군을 예정대로 카불 시간으로 8월31일 이른 아침에 미국인 생명의 추가 손실 없이 집행해준 우리의 지휘관들과 군인들에게 감사를 표한다.”고 밝혔다.

Biden 대통령은 철군을 예정대로 마무리 하자는 것은 “합참과 현장 모든 군 지휘관들의 만장일치 권고였다.”고 강조하면서 또한 철군시한을 자신이 공언해온 8월31일 이후로 연장하지 않기로 한 결정에 대해 자신의 판단에 책임을 질것이라고 밝혔다.
Biden 대통령은 희망하면서도 아직 아프간을 탈출하지 못한 미국인, 협력자, 외국인들의 안전한 통과를 보장하기 위해 토니 블링컨 국무장관에게 국제 파트너들과 계속 조율 할 것을 지시했다고 말했다. 그러면서 아프간을 재장악한 탈레반이 아프간을 떠나기를 원하는 이들에게 안전한 통행을 약속했다면서 “세계가 그들이 약속을 지키도록 할 것”이라고 말했다.

*미국이 20년 만에 아프간에서의 철군을 결심한데 대해서는 여러 가지 이유가 있었겠지만 국익없이 미군을 희생할수 없었다는 것에 동의를 한다. 어떤 국가이든 자국의 이익이 없는 행동은 하지 않기 때문이다. 다만 아쉬웠던 것은 철군을 감행하기 전 진행과정에서 혼란스러움을 피하기 위한 확실한 가이드라인을 실행하지 못했다는게 여론의 질타 이다.
따지고 보면 어차피 미국은 미국민의 안전을 위해 테러와의 전쟁을 계속 해 나가야만 하기 때문에 군사적 뒤바침이 되어야 하는 입장에서 본다면 테러와의 전쟁에서는 군사적 임무도 아직 끝나자 않은 것이라고 볼수 있다.
테러분자들과의 전쟁은 미국 혼자가 아닌 국제 연합전선을 결성하여 대 테러전에 임해야 할 때가 아닌가 본다.
