@Q&A with a State Department Spokesperson Matthew Miller and Janne Pak at the State Department Press Briefing on June 17, 2024.

It was reported that Russian President Putin will make a two-day state visit to North Korea on the 18th and 19th. This is Putin's first visit to North Korea in 24 years. It has been reported that Putin and Kim Jong-un will sign a comprehensive strategic partnership agreement at this meeting.

푸틴 러시아대통령이 18일과 19일 양일간 북한을 국빈 방문한다고 보도됐다. 푸틴의 북한 방문은 24년만이다. 푸틴과 김정은의 이번 만남에서 포괄적 전략 동반자 협정을 체결할 것이라고 알려졌다.

North Korea and Russia are signing agreements in various fields, including military, economy and trade. In particular, it is expected that a more strengthened treaty in the military field will be concluded.

북한과 러시아는 군사,경제 무역등 다양한 분야에서 협정을 체결 한다는 것이다. 특히 군사분야 더 강화된 조약을 체결할 것으로 예상된다.

This is expected to affect the security of the Korean Peninsula and Ukraine, which is currently at war, but it is not yet known what China's position is.

이로서 한반도와 현재 전쟁중인 우크라이나의 안보에 영향을 미칠것으로 보는데, 중국의 입장이 무엇인지 아직 알 수 없다.

South Korea and China held a diplomatic and security (2+2) dialogue in Seoul today. We may be able to find out what China's intentions are regarding the strengthening of close ties between North Korea and Russia through this South Korea-China meeting.

한국과 중국은 외교,안보(2+2) 대화를 오늘 서울에서 개최했다. 북러의 밀착강화에 대해 중국의 속내가 무엇인지 이번 한중회담을 통해 알아 볼 수도 있다.

If a treaty on "automatic military intervention" in case of emergency is concluded between North Korea and Russia, it will inevitably cause considerable tension not only in South Korea but also in Ukraine, which is currently at war.

만약에 북러간에 유사시 "자동 군사개입" 조약이 체결된다면 한국은 물론 현재 전쟁중인 우크라이나에게 상당한 긴장을 줄수 밖에 없다.

It is known that South Korea's National Security Office sent a warning message to Russia not to cross a certain line during the meeting between Putin and Kim Jong-un. It is a kind of warning about a red line.

한국의 국가안보실장은 푸틴과 김정은의 만남에서 일정한 선을 넘지 말라고 러시아에 경고성 소통을 했다고 알려졌다. 일종의 레드라인에 대한 경고이다.

At today's State Department briefing, Spokesperson Miller responded to my question, "Regarding Russian President Putin's visit to North Korea, what are the United States' concerns about the meeting and cooperation between President Putin and Kim Jong-un?"

Miller said “it’s not just that these are concerns of the United States. We believe that deepening cooperation between Russia and the DPRK is something that should be of great concern to anyone that is interested in maintaining peace and stability on the Korean Peninsula, upholding the global non-proliferation regime, abiding by UN Security Council resolutions,“ and ”of course, supporting the people of Ukraine as they defend their freedom against Russia’s invasion. We’ve seen it’s not just the United States. We’ve seen other countries express concern about this deepening security partnership.“

오늘 국무성 브리핑에서 밀러 대변인은 “푸틴 러시아 대통령의 방북과 관련하여, 푸틴 대통령과 김정은 위원장의 만남과 공조에 대해 미국이 우려하는 바는 무엇이냐?”는 나의 질문에,

밀러 대변인은 “이것이 미국만의 관심사는 아니며, 우리는 러시아와 북한 사이의 협력 심화가 한반도의 평화와 안정을 유지하고 글로벌 비확산 체제를 유지하며 유엔 안전보장이사회 결의안을 준수하는 데 관심이 있는 모든 사람에게 큰 관심사가 되어야 한다고 믿는다.”고 말했다.

그러면서 “물론 러시아의 침략에 맞서 자유를 수호하는 우크라이나 국민을 지원하는 것입니다. 우리는 미국뿐만이 아니라는 것을 보았다.”며 “우리는 이러한 심화되는 안보 파트너십에 대해 다른 국가들이 우려를 표시하는 것을 보았다.”고 대변인은 강조했다.

A:(MR MILLER): So it’s not just that these are concerns of the United States. We believe that deepening cooperation between Russia and the DPRK is something that should be of great concern to anyone that is interested in maintaining peace and stability on the Korean Peninsula, upholding the global non-proliferation regime, abiding by UN Security Council resolutions, and of course, supporting the people of Ukraine as they defend their freedom against Russia’s invasion. We’ve seen – it’s not just the United States. We’ve seen other countries express concern about this deepening security partnership.

We have seen, over the past few months, the DPRK unlawfully transfer dozens of ballistic missiles and over 11,000 containers of munitions to aid Russia’s war effort. We have seen those munitions show up on the battlefield in Ukraine. So we know that they are using DPRK ammunition to threaten Ukraine and kill Ukrainians. And so we will continue to make clear our concerns. We don’t believe any country should support this deepening relationship, and we will continue to call for Russia to respect all UN Security Council resolutions with respect to non-proliferation, including ones that they voted for.

Why should South Korea stop taking legitimate countermeasures against North Korea’s trash balloon provocation?
