@Q&A with a State Department Spokesperson Matthew Miller and Janne Pak at the State Department Press Briefing on July 22, 2024.

A few months before the U.S. presidential election, the Republican National Convention was held in Milwaukee, Wisconsin from the 15th to the 18th. Former President Trump gave an acceptance speech as the Republican Party's official presidential candidate. In his acceptance speech, former President Trump confessed that he was shot by a sniper who attempted to assassinate him in Philadelphia last week, but miraculously saved his life because the bullet passed by his right ear.

미 대선을 몇 개월 앞두고 지난 15일부터 18일까지 위스콘슨 밀워키에서 공화당 전당대회가 열렸다. 트럼프 전 대통령은 공화당의 정식 대선후보로 수락연설을 했다. 트럼프 전 대통령은 수락연설에서 지난 주 필라델피아에서 암살시도를 한 저격범에 의해 총탄을 맞았지만 기적적으로 총탄이 자신의 오른쪽 귀를 스쳐갔기 때문에 목숨을 구할수 있었다고 고백했다.

Former President Trump gave a speech that lasted nearly two hours, suggesting that there would be sweeping policy changes if he became president. In particular, in foreign policy, he said, “I (former President Trump) got along well with North Korea, but wouldn’t it be better to get along with a country that has many nuclear weapons?” “Kim Jong-un will miss me,” he said.

트럼프 전 대통령은 거의 2시간 가량 연설을 하면서 자신이 대통령이 되면 전면적인 정책의 변화가 있음을 시사했다. 특히 외교정책에서는 “북한과 자신(전 트럼프 대통령)과는 잘 지냈다면서, 핵을 많이 가진 나라와 잘 지내는 것이 좋지 않으냐고 말했다. 그러면서 김정은이 자신을 그리워 할 것이다.”고 말했다.

The problem is that North Korea's Kim Jong-un will never give up nuclear weapons. The recently concluded strategic military partnership between North Korea and Russia speaks volumes about this. Military cooperation between North Korea and Russia is further distancing North Korea's relationship with the United States.

문제는 북한 김정은은 절대 핵을 포기하지 않을 것이다. 북한과 러시아가 최근 맺은 전략적 군사 동반자관계가 이를 말해 주고 있다. 북러의 군사협력은 북한과 미국과의 관계를 더욱 멀어지게 하고 있다.

Since former President Trump's last meeting with Kim Jong-un in Hanoi, Vietnam in 2019, Kim Jong-un has been focusing on developing nuclear missiles and military reconnaissance satellites, and Russia has been secretly cooperating with him.

트럼프 전 대통령이 김정은과 2019년 하노이에서의 마지막 회담을 한후 김정은은 핵 미사일과 군사정찰위성 개발에 심혈을 기울렸고 러시아가 비밀리에 협력해 왔다.

Even if former President Trump is elected president of the United States in 2025 and pursues dialogue with North Korea's Kim Jong-un, the dominant position among Korean Peninsula experts is that Kim Jong-un will raise his ransom unlike before. It can also be predicted that Russia will intervene and control North Korea.

만약 트럼프 전 대통령이 2025년 미국의 대통령으로 당선되어 북한 김정은과 대화를 추진한다하더라도 김정은은 예전과 달리 자신의 몸값을 올릴것이라는 것이 한반도 전문가들의 지배적인 입장이다. 또한 러시아가 이에 개입해서 북한을 콘트롤 할 것이라는 것도 예측할수 있다.

At a briefing today, State Department Spokesperson Matthew Miller responded to my question, “Regarding former President Trump’s announcement of an encounter with Kim Jong-un, Kim Jong-un continued to develop nuclear missiles even during the U.S.-North Korea dialogue and the inter-Korean dialogue. How do you view his close relationship with the dictator Kim Jong-un?” he said “I am not going to speak to comments that were made in the course of the campaign, which I know that’s a question you’re asking me to respond to. But I will repeat, as I have said before: We have made clear on a number of occasions that we prefer diplomacy to deal with this situation, and the North Koreans have shown that they are not in any way interested in that."

매튜 밀러 국무성 대변인은 오늘 브리핑에서 “트럼프 전 대통령의 김정은과의 조우 예고에 대해, 김정은은 미북대화와 남북대화중에도 핵 미사일 개발을 계속했는데, 독재자 김정은과의 친분을 어떻게 보느냐?”는 나의 질문에 “저는 캠페인 과정에서 나온 말에 대해서는 언급하지 않을 것이다.”고 말했다. 그러면서 “그러나 이전에 말했듯이 우리는 이 상황을 해결하기 위해 외교를 선호한다는 점을 여러 차례 분명히 밝혓지만 북한은 전혀 관심이 없다는 점을 보여 주었다.”고 말했다.

Of course, even during war, if we need to talk to the enemy, you should do it. But North Korea’s Kim Jong-un is different. This is because Kim Jong-un is developing nuclear weapons only to invade South Korea by force, and because the U.S. military is stationed in South Korea, it is difficult to achieve their ambitions and they can continue to carry out deceptive operations with false peace shows.

*물론 전쟁중이라도 적과 대화를 해야 할 필요가 있다면 해야 한다. 하지만 북한 김정은은 다르다. 왜냐면 김정은은 오직 남한을 무력으로 적화하기 위해 핵무기를 개발하고 있고 다만 미군이 한국에 주둔하고 있기 때문에 그들의 야욕을 달성하기 힘들어 거짓 평화쇼로 속임수 작전을 계속 감행할수 있다는 것이다.

Former President Trump said last week that he got along well with North Korean leader Kim Jong-un, and he said it is good to get along well with a country that has many nuclear weapons. As you know, North Korea has continued to develop nuclear weapons and WMD, even while engaging in dialogue with the United States and North Korea, or South and North Korea in the past. How would you comment on – about the getting along with the dictator Kim Jong-un?

트럼프 전 대통령은 지난주 김정은 북한 국무위원장과 잘 지내고 있고, 핵무기가 많은 나라와도 잘 지내는 것이 좋다고 말했다. 아시다시피 북한은 과거 미국과 북한, 혹은 남북한과 대화를 나누면서도 핵무기와 대량살상무기 개발을 계속해왔습니다. 독재자 김정은과의 친분에 대해 어떻게 생각하시나요?
