"The United States wants peace on terms acceptable to Ukraine."

@Q&A with a Pentagon Press Secretary General Pat Ryder and Janne Pak at the Pentagon Press Briefing on July 23, 2024.

As a follow-up meeting after North Korea and Russia recently signed a new defense treaty promising strategic military cooperation, a Russian military delegation led by Russian Deputy Minister of Defense Alexei Krivoruchko visited North Korea on the 18th and had a meeting with Kim Jong-un.

북한과 러시아가 최근 전략적 군사협력을 약속하는 새 방위조약을 맺은후 후속회담으로 알렉세이 크리보루치코 러시아 국방부 차관이 이끄는 러시아 군사대표단이 18일 북한을 방문해 김정은과 회담을 했다.

It was reported that North Korea and Russia exchanged opinions on weapons and the defense industry, and Kim Jong-un expressed North Korea's strong support and solid solidarity with Russia's special military operation against Ukraine.

북러 양국은 무기와 방산업에 대해 의견을 나누었고, 김정은은 러시아의 우크라이나에 대한 특수군사작전에 대해 북한의 강력한 지지와 굳건한 연대를 표시했다고 보도됐다.

Kim Jong-un said the same thing during his meeting with Russian President Putin last month, saying he strongly supported special military operations against Ukraine.

김정은은 지난달 푸틴 러시아 대통령과의 회담에서도 우크라이나에 대한 특수군사작전을 강력히 지지한다고 똑같은 말을 했다.

Kim Jong-un said that North Korea and Russia must play an important role in “protecting regional and world peace and international justice.”

김정은은 북러 두 나라가 “지역과 세계평화, 국제적 정의를 수호”하는 데서 중요한 몫을 해야 한다.“고 말했다.

*I think there is clearly a contradiction in this regard. This is because military cooperation between North Korea and Russia not only threatens regional and world peace, but rather than protecting international justice, they are committing evil acts.

이점에 대해서는 분명히 모순이 있다고 본다. 왜냐면 북한과 러시아의 군사협력은 지역과 세계평화를 위협할뿐 아니라 국제적 정의를 수호하기는커녕 사악한 행위를 하고 있기 때문이다.

*Relations between North Korea and Russia have deepened following the Ukraine War, and in particular, North Korea is providing weapons to kill innocent Ukrainians in the Ukraine War.

북한과 러시아는 우크라이나 전쟁을 계기로 관계가 심화되었고 특히 우크라이나 전쟁에서 무고한 우크라이나인을 살상하는 무기를 북한이 제공하고 있다는 것이다.

*North Korea and Russia are ignoring the UN's order and denying the fact of arms trade between the two countries at the UN even though the international community presented concrete evidence.

북한과 러시아는 유엔의 질서도 무시하고 국제사회가 구체적인 증거를 제시했는데도 유엔에서 양국간 무기 거래 사실을 부인하고 있다.

The U.S. Department of Defense said it was concerned about the continued deepening military cooperation between North Korea and Russia and that it would continue to closely monitor related movements.

미 국방부는 지속적으로 심화되고 있는 북한과 러시아간의 군사협력에 대해 우려한다면서 관련 움직임에 대해 계속 면밀히 주시할 것이라고 밝혔다.

U.S. Department of Defense (Pentagon) Press Secretary General Ryder responded to my question in a briefing today (23rd), “The Russian Vice Minister of Defense is visiting North Korea. It is known that in addition to military cooperation between North Korea and Russia, they also discussed the weapons and defense industry. How can you comment on this?”

he said “it's concerning that we continue to see North Korea and Russia further cooperating as it relates to the war in Ukraine. Again, as we've said many times, it's demonstrative of the fact that Russia is now having to seek support from countries like Iran and North Korea in order to obtain additional capabilities as they've experienced some logistical challenges. And "so it's something we'll continue to keep a close eye on." he emphasized.

Meanwhile, regarding Ukraine's Foreign Minister's visit to China at the invitation of Chinese Foreign Minister Wang Yi, when asked, " Do you think China can play a role in stopping Russia's aggression against Ukraine?"

he answered, "We don't want to see the conflict in Ukraine go on forever. We want to see peace in Ukraine, but it has to come in terms that are acceptable to Ukraine." "No decisions about Ukraine without Ukraine." And "so China can play a productive role in terms of addressing Russia's malign and illegal activity in Ukraine." he added.

한편, 우크라이나 외교부장이 왕이 중국 외교부장 초청으로 중국을 방문한데 대해, 중국이 우크라이나에 대한 러시아의 공격을 막는 데 역할을 할 수 있다고 생각하느냐?“는 질문에는 ”우리는 우크라이나 분쟁이 영원히 지속되는 것을 보고 싶지 않다.“고 말하면서 ”우리는 우크라이나의 평화를 원하지만 이는 우크라이나가 받아들일 수 있는 조건으로 이루어져야 한다.“면서 “우크라이나 없이는 우크라이나에 대한 결정이 없다.”고 말했다 그러면서 “따라서 중국은 우크라이나에서 러시아의 악의적이고 불법적인 활동을 해결하는 데 있어 생산적인 역할을 할 수 있다.”고 덧붙였다.

QUESTION:(Janne Pak): On Ukraine, China and North Korea. And Ukraine foreign minister will visit China today at the invitation of Chinese Foreign Minister Wang Yi. Do you think China can play a role in stopping Russia's aggression against Ukraine?

A:(GEN. RYDER): It's an interesting question, Janne. So certainly, as I mentioned before, we don't want to see the conflict in Ukraine go on forever. We want to see peace in Ukraine, but it has to come in terms that are acceptable to Ukraine. No decisions about Ukraine without Ukraine. And so China can play a productive role in terms of addressing Russia's malign and illegal activity in Ukraine.

And so certainly, if they're able to compel Russia to withdraw its forces and enable the restoration of peace, I think that would be a positive development. But certainly, when it comes to the Ukrainian foreign minister and his conversations with his Chinese counterparts, I'd have to refer you to Ukraine.

QUESTION:(Janne Pak): Another one. The Russian vice minister of defense is visiting North Korea currently. It was also announced that the weapons and defense industry were discussed as a follow up to military cooperation with North Korea and Russia. How can you comment on this?

A:(GEN. RYDER): Well, again, it's concerning that we continue to see North Korea and Russia further cooperating as it relates to the war in Ukraine. Again, as we've said many times, it's demonstrative of the fact that Russia is now having to seek support from countries like Iran and North Korea in order to obtain additional capabilities as they've experienced some logistical challenges.

And so it's something we'll continue to keep a close eye on.
