The 5th Extended Deterrence Strategy Consultative Group meeting, attended by the Assistant Secretaries of Foreign Affairs and Defense of the United States and South Korea, was held on the 4th at the State Department building in Washington, DC.

미국과 한국의 외교 및 국방 차관보들이 참석하는 5차 확장억제전략 협의그룹회의가 워싱턴 DC 소재 국무부 청사에서 4일 개최됐다.

It is unknown whether the deployment of tactical nuclear weapons in South Korea was discussed at this meeting, but more than 65% of South Koreans support the deployment of tactical nuclear weapons in South Korea to counter North Korean nuclear weapons.

이번 회담에서 한국에 전술핵무기 배치에 관해 논의가 되었는지는 알수 없지만 한국국민 65%이상이 북한 핵무기에 대응하기 위해 한국에 전술핵을 배치해야 된다고 지지하고 있다.

At a briefing on the 3rd, State Department Spokesperson Matthew Miller responded to my question, "The U.S. extended deterrence for South Korea is very important, but 65 percent of South Koreans support South Korea arming itself with nuclear weapons to counter North Korea’s nuclear weapons. Will the United States authorize tactical nuclear weapons in the South Korea in the near future?"

He said, "I’m not going to speak to a poll, obviously, but our commitment to full denuclearization of the Korean Peninsula has not changed."

매튜밀러 국무성 대변인은 3일 브리핑에서 "미국의 확장억제도 매우 중요하지만, 한국인 65%가 한국에 전술핵무기배치를 지지하고 있다. 가까운 미래에 한국에 전술핵배치를 허락할 것이냐?“는 나의 질문에, “저는 당연히 여론조사에 참여하지 않을 것이다.”면서 “한반도의 완전한 비핵화에 대한 우리(미국)의 약속에는 변함이 없다.”고 말했다.

At this meeting, the United States was represented by Bonnie Jenkins, Assistant Secretary of State for Disarmament and International Security Affairs, and Kara Abercrombie, Acting Assistant Secretary of Defense for Policy.

Cho Chang-rae, (Director of Defense Policy, South Korea Ministry of National Defense) attended. After the meeting, the State Department announced the results of the meeting.

미국측 대표로 군축 및 국제 안보 담당 국무부 차관보 보니 젠킨스와 국방부 정책 담당 차관보 대행 카라 애버크롬비가 그리고 한국측 대표로는 외교부 1차관인 김홍균과 국방 정책 담당 차관보와 조창래 한국 국방부 국방정책실장이 각각 참석했다. 회담후 국무부는 회담 결과를 발표했다.

At this meeting, “U.S.-South Korea reaffirmed our commitment to the complete denuclearization of the Korean Peninsula. The two sides commit to further strengthen cooperation to address North Korea's sanctions evasion, including malicious cyber activities, and to strengthen deterrence against North Korean nuclear attacks and non-nuclear weapons of mass destruction attacks that pose a significant strategic-level threat to the Alliance."

이날 회의에서는 한반도의 완전한 비핵화에 대한 공약을 재확인했다. 양측은 악의적인 사이버 활동을 포함한 북한의 제재 회피를 해결하기 위한 협력을 더욱 강화하고, 북한의 핵 공격과 동맹에 대한 중대한 전략적 수준의 위협을 가하는 비핵 대량살상무기 공격에 대한 억제력을 강화하기로 약속했다.

The United States and South Korea condemned military cooperation between the Democratic People's Republic of Korea and Russia, including arms transfers in direct violation of United Nations Security Council resolutions, and confirmed measures to address the challenges posed by increased security cooperation between the Democratic People's Republic of Korea and Russia.

미국과 한국은 유엔 안전보장이사회 결의안을 직접 위반하는 무기 이전을 포함한 조선민주주의인민공화국과 러시아 간의 군사 협력을 비난하고, 조선민주주의인민공화국-러시아 안보 협력 증가로 인한 과제를 해결하기 위한 조치를 확인했다.

Both sides committed to continue to utilize the diplomatic, information, military, and economic tools available in the Alliance to strengthen deterrence and strengthen the United States' security commitment to the Republic of Korea.
