@Q&A with a Pentagon Deputy Press Secretary Sabrina Singh and Janne Pak at the Pentagon Press Briefing on August 29, 2024.

It was reported on the 27th that North Korea registered 13 submarines with the International Maritime Organization (IMO). The South Korean government said it is closely watching related trends. Additionally, the U.S. State Department said it was aware of the report and was consulting closely with South Korea, Japan, and its allies and partners.

북한이 국제해사기구(IMO)에 13척의 잠수함을 등록했다고 27일 보도됐다. 한국정부는 관련 동향을 예의주시하고 있다고 밝혔다. 또한 미 국무부는 이 보도에 대해 인지하고 있으며 한국과 일본, 그리고 동맹 및 파트너들과 긴밀히 협의 하고 있다고 밝혔다.

However, just one day later, on the 28th, North Korea suddenly deleted the submarines registered with the IMO, and on the 29th, it also deleted the registration of all ships belonging to the North Korean Navy, including frigates registered within the past two years.

그러나 북한은 하루만인 28일 IMO에 등록한 잠수함을 돌연 삭제함과 동시에 29일에는 최근 2년내 등록된 호위함을 포함해 북한 해군소속 함정까지 일괄 등록을 삭제 해 버렸다.

At the Pentagon regular briefing on the 29th, Deputy Press Secretary of the U.S. Department of Defense (Pentagon) Sabrina Singh responded to my question, “What do you think is the background to North Korea’s registration of 13 submarines with the IMO?” she responded, “I'm not aware of that report, so I just don't have anything to offer on that one."

사브리나 싱 미 국방부(펜타곤) 부대변인은 29일 펜타곤 정례브리핑에서 “북한이 잠수함 13척을 IMO에 등록한것에 대해 그 배경이 무엇이라고 보느냐?”는 나의 질문에, 그녀는“나는 그 보도를 알지 못해서 그것에 대해 제공할 것이 아무것도 없다.”고 말했다.

Since North Korea deleted its registration with the IMO on the 28th and 29th, it can be seen that the Pentagon may not know. I am curious about the background as to why North Korea registered the submarine and then deleted it again.

북한이 28일과 29일 IMO에 등록을 일괄 삭제했기 때문에 당연히 펜타곤은 모를 수도 있다고 볼수 있다. 북한이 잠수함을 등록했다가 왜 다시 삭제 했는지에 대한 배경이 궁금하다.

U.S. experts on the Korean Peninsula are analyzing that North Korea's registration of 13 submarines with the International Maritime Organization (IMO) can be seen as an intention to wage war overseas. I think North Korea, having noticed this analysis, may have felt burdened.

북한은 국제해사기구(IMO)에 잠수함 13척을 등록한 것은 해외에서 전쟁을 벌이려는 의도로 볼 수 있다고 미 한반도 전문가들은 분석하고 있다. 이러한 분석을 알아챈 북한이 어쩌면 부담을 느꼈을 수도 있다고 본다.

Deputy Press Secretary Singh also responded to my question, "North Korea's Kim Jong-un recently declared support for Putin's war in Ukraine. Do you believe that North Korea, Russia, or China are considering international military exercises together?"

Singh said, "That is truly something that North Korea can answer." “It is not surprising that North Korea has pledged support to Russia,” she said, “We have talked about the fact that North Korea continues to provide Russia with capabilities that it is using on the battlefield in Ukraine, and we are aware of what we are doing.” “I'm just not going to speak for the DPRK."

QUESTION:(Janne Pak): Thank you, Sabrina. Two questions. It is reported that North Korea registered 13 submarines with the International Maritime Organization. This can be seen as an intention to wage war overseas. What do you think of the background to this?

A:(MS. SINGH): I'm not aware of that report, Janne, so I just don't have anything to offer on that one. Yeah, sure you have a follow up?

A:(MS. SINGH): That’s really for North Korea to speak to. It's not a surprise that North Korea has pledged support to Russia. We've spoken about that pretty publicly. We've spoken about the fact that DPRK continues to provide capabilities to Russia that they're using on the battlefield in Ukraine. We can only really speak to what we're doing.

And you know what we're doing, Janne, is through the UDCG. The Secretary convenes 50 countries and partners around the world to support Ukraine on what it needs on the battlefield. There's going to be another meeting next week. That's another opportunity for allies and partners to come together to ensure that Ukraine has what it needs on the battlefield, but I'm just not going to speak for the DPRK.
