"U.S. to impose large-scale visa restrictions on Chinese students

"An inevitable measure for national security"

[미국, 중국 유학생 비자 대규모 제한 방침은 "국가안보를 위한 불가피한 조치"]

The White House and the State Department announced that they will impose large-scale restrictions on visas for Chinese nationals and Chinese students. On the 27th, the State Department sent a diplomatic cable to diplomatic missions around the world, saying that it would temporarily suspend visa interviews for new students and exchange visitors and prepare to expand and strengthen SNS screening.

미 백악관과 국무성은 중국인과 중국 유학생에 대한 비자를 대규모 제한할 방침이라고 발표했다. 미 국무부는 27일 전 세계 외교 공관에 외교 전문을 보내 신규 학생 및 교환 방문자 비자 인터뷰를 일시 중단하고 SNS 심사 확대 및 강화를 준비하겠다고 밝혔다.

As the U.S. government announced its intention to drastically restrict visas for Chinese students, there is growing anxiety among the Chinese student community in the U.S. The measure includes strengthening visa screening and canceling many visas, especially for those with ties to the Chinese Communist Party or those majoring in science, technology, engineering, and mathematics (STEM).

미국 정부가 중국 유학생에 대한 비자를 대거 제한하겠다는 방침을 밝히면서, 미국 내 중국 유학생 사회에 큰 불안감이 확산되고 있다. 이번 조치는 중국 공산당과 연계된 인물이나 과학·기술·공학·수학(STEM) 분야 전공자를 중심으로 비자 심사를 강화하고, 다수의 비자를 취소하는 내용을 포함하고 있다.

The U.S. government stated that this was an inevitable measure mainly due to national security. As the trade conflict and technological hegemony competition between the U.S. and China intensified, they were concerned that some international students might leak sensitive technologies to China or use them for military purposes. Senator Marco Rubio claimed that “some students with ties to the Chinese Communist Party are exploiting their American education.”

미국 정부는 이에 대해 국가 안보를 주요 이유로 불가피한 조치라고 밝혔다. 미·중 간 무역 갈등과 기술 패권 경쟁이 격화되면서, 일부 유학생이 민감 기술을 중국으로 유출하거나 군사적 목적으로 활용할 가능성을 우려한 것이다. 마르코 루비오 상원의원은 “중국 공산당과 연계된 일부 학생들이 미국 교육을 악용하고 있다”고 주장했다.

The State Department explained that this measure is not a one-time response, but rather part of a long-term monitoring and review of international students in general. While the specific implementation method has not yet been disclosed, the high-intensity screening targeting STEM majors is expected to have a significant impact on the academic and career paths of Chinese students studying in these fields.

국무부는 이 조치가 일회성 대응이 아니라, 외국 유학생 전반에 대한 장기적인 감시와 검토의 일환이라고 설명했다. 구체적인 실행 방식은 아직 공개되지 않았으나, STEM 전공자들을 대상으로 한 고강도 심사가 예고되면서, 해당 분야를 공부하는 중국 유학생들의 학업과 진로에 상당한 영향을 미칠것으로 예상된다.

China has long been the largest source of international students in the United States. As of the 2023-2024 academic year, there are about 280,000 Chinese students enrolled in U.S. colleges and universities, and about 40% of them are majoring in so-called “sensitive majors,” such as math, computer science, and engineering. In effect, this policy treats all of these Chinese students as potential security threats.

중국은 오랫동안 미국 내 최대 유학생 비중을 차지해왔다. 2023~2024학년도 기준으로 약 28만 명의 중국 유학생이 미국 대학에 재학 중이며, 이 중 약 40%가 수학, 컴퓨터, 공학 등 이른바 ‘민감 전공’에 해당하는 분야를 전공하고 있다. 사실상 이번 정책은 이들 중국 유학생 전반을 잠재적 안보 위협으로 간주하는 셈이다.

실제로 중국 공산당의 스파이 행위는 한국에서도 이루어 지고 있어 한미 협력 하에 중국공산당 스파이를 발본 색출해야 된다.

President Trump recently pointed out that China is working behind the scenes to expand its territory to gain leadership in Asia. In particular, China's interference in South Korea is going too far.

트럼프 대통령은 최근 중국이 아시아에서 주도권을 잡기위해 영역확장을 위한 물밑작업에 대해 지적했다. 특히 한국에 대한 중국의 간섭은 도를 넘고 있다. (끝)
