@Q&A with a Pentagon Deputy Press Secretary Sabrina Singh and Janne Pak at the Pentagon Press Briefing on October 24, 2024.

@Kim Jong-un appears to be visiting the North Korean Strategic Missile(ICBM) unit.  Kim ordered nuclear posture preparation on October 23.

It is reported that 2,000 North Korean troops are moving to Kursk, providing clear evidence that North Korean troops are intervening on the Ukrainian front.

북한군 병력이 2천명이 쿠르스크로 이동하고 있다고 보도되면서 북한군이 우크라이나 전선에 개입하고 있다는 확실한 증거를 보여주고 있다.

Russian President Putin acknowledged for the first time the deployment of North Korean troops and warned other countries not to interfere with this. In particular, the Russian Ministry of External Affairs warned, “If the Korean government interferes with this and provides weapons to Ukraine, it will pay a heavy price.”

푸틴 러시아 대통령은 북한군 파병을 처음으로 시인하면서, 다른나라들이 이것을 간섭하지 마라고 경고했다. 특히 러시아 외부성은 “만일 한국정부가 이것을 간섭하며 우크라이나에 무기를 지원할 경우 혹독한 대가를 치를 것이다.”고 경고했다.

In China, a spokesperson for the Ministry of Foreign Affairs dismissed the claim, saying, “We are not aware of the dispatch of North Korean troops.”

중국은 외교부 대변인은 “북한군 파병에 대해서 알지 못한다.”고 일축했다.

Since North Korea, Russia, and China claim anti-American solidarity and cooperate with each other in military affairs, they naturally have no choice but to be on the same side.

북한과 러시아, 중국은 반미연대를 주장하면서 서로 군사협력을 하고 있기 때문에 당연히 같은편에 있을 수밖에 없다.

The White House and Pentagon warned, “If North Korean troops deployed to Russia intervene in the war in Ukraine and fight for Russia, they will be legitimate targets along with Russian troops.”

백악관과 펜타곤은 “러시아에 파병된 북한군이 우크라이나 전쟁에 개입해 러시아를 위해 싸운다면 러시아군과 함께 정당한 표적이 될 것이다.”고 경고했다.

South Korean President Yoon Suk-yeol expressed concern that North Korea's intervention in the Ukraine war would not only threaten the international community, but could also pose a significant threat to South Korea in particular. At the same time, South Korea announced that it would provide phased support to Ukraine depending on what Russia does.

한국 윤석열 대통령은, 북한군의 우크라이나 전쟁 개입은 국제사회를 위협할뿐아니라 특히 한국에도 상당한 위협이 될수 있다고 우려했다. 그러면서 러시아가 어떻게 하느냐에 따라서 한국은 우크라이나에 단계적인 지원을 할 것이라고 밝혔다.

He stated that he will spare no effort in providing support to Ukraine depending on the situation, whether it is for offensive or defensive purposes.

우크라이나에 대한 지원은 공격용이는 방어용이든 상황에 따라 모든 지원을 아끼지 않을것이라고 밝혔다.

Recently, Secretary of Defense Austin said, “We have confirmed evidence that North Korean troops are in Russia, but we have not yet confirmed their role.”

최근 오스틴 국방장관은 “북한군이 러시아에 있다는 증거를 확인했다고 말하면서 그들의 역할에 대해서는 아직 확인하지 못했다.”고 말했다.

At the Pentagon briefing today, the 24th (local time), I asked Deputy Press Secretary Sabrina Singh a question, “Regarding Secretary of Defense Austin’s recent remarks, the reason why it is clear that North Korean troops were involved in the Ukraine war for Russia is because last month, North Korea shipped 20,000 boxes of war materials and stockpiles to Russia and dispatched troops."

Singh said, “This is something we are certainly taking seriously,” She emphasizing that “nothing has changed in terms of our nuclear posture.”

QUESTION:(Janne Pak): Thank you, Sabrina. On North Korea. Secretary Austin said he had confirmed evidence of North Korean troops in Russia. However, he said he could not yet confirm the role of the North Korean troops, right? And but last month, North Korea shipped 20,000 boxes of war supplies and stockpiles to Russia in advance. Ultimately, it is clear that the North Korean military will play a role in intervening in Russia's war in Ukraine by sending troops. How do you assess this?

A:(SABRINA SINGH): Yes, Janne, there is a clear relationship and a clear link between the DPRK and Russia and we've seen that over the course of the war and as it's developed. The DPRK, Iran are providing military assistance and support as Russia engages in this illegal war and has been for two and a half years. I think what's really important here, and to take a step back, is Vladimir Putin has become so desperate that he is now willing and soliciting, you know, potentially support from the DPRK to put their personnel on the battlefield.

And you know, we're talking about, you know, over 500,000 casualties that, you know, Russia has experienced on the battlefield. So if the DPRK soldiers enter into combat, they would be co-belligerents and that is a very serious issue. But it's something that we're, you know, aware of this relationship. We're going to continue to monitor. And I think again the important point here is that it really highlights Putin's desperation because he has really failed to meet his strategic objectives on the battlefield.

QUESTION:(Janne Pak): Second one, North Korean Kim Jong Un inspected the ICBM unit and ordered the nuclear readiness. Can you predict that North Korea and Russia are likely to use nuclear weapons at a critical time?

A:(SABRINA SINGH): I don't have anything on what you're referring to, if you're referring to any testing. But you know, we've seen that saber rattling, you know, dangerous rhetoric coming out of Russia. It's something that we certainly take seriously, but nothing's changed in terms of our nuclear posture.
