@North Korea is launching a cruise missile on the 26th (local time). Kim Jong-un is inspecting the missile before launch.

The ROK Joint Chiefs of Staff announced on the 26th (local time), "We tracked and monitored North Korea's launch of several cruise missiles from the inland to the West Sea at around 4:00 PM on the 25th, and announced that we were aware of the missile launches in advance. The ROK-US intelligence authorities are currently analyzing the detailed specifications."

한국합동참모본부는 26일(현지시간) "북한이 전날 25일 오후 4시쯤 내륙에서 서해상으로 순항미사일 수발을 발사한 것을 추적, 감시했다며, 미사일 발사전 사전에 인지하고 있었다고 발표했다. 그러면서 세부 제원은 한미 정보당국이 정밀 분석 중에 있다"고 밝혔다.

They also said, "In the current security situation, our military is closely monitoring North Korea's various activities under a solid ROK-US joint defense posture to prevent North Korea from misjudging, and is maintaining the ability and posture to overwhelmingly respond to any provocation."

그러면서 "우리 군은 현 안보상황에서 북한이 오판하지 않도록 굳건한 한미 연합방위태세 하에 북한의 다양한 활동에 대해 예의주시하면서 어떠한 도발에도 압도적으로 대응할 수 있는 능력과 태세를 유지하고 있다"고 밝혔다.

It was reported that the launched cruise missiles can hit their targets at a range of 1,500 km.

발사된 순항미사일은 1,500 km로 목표물을 명중할수 있다고 알려졌다.

Earlier, in an interview with Fox News on the 23rd (local time), President Trump answered, "I will," when asked by the host, "Will you contact Kim Jong-un?" Despite these remarks by President Trump, Kim Jong-un responded with a cruise missile launch two days later.

앞서 트럼프 대통령은 23일(현지시간) '폭스뉴스'와의 인터뷰에서 '김정은과 연락하겠느냐'는 진행자의 질문에 "그렇게 할 것이다"고 답했다. 트럼프 대통령의 이러한 언급에도 불구하고 이틀만에 김정은은 순항미사일 발사로 화답했다.

Kim Jong-un personally observed the launch of a strategic cruise missile and delivered a message saying, “We have thoroughly completed our war deterrence measures against the United States,” and “As long as the United States refuses our sovereignty, we will respond with an ultra-strong response against the United States.”

김정은은 전략순항미사일 발사를 직접 지켜본후 “미국에 대한 전쟁억제수단을 철저히 완비했다.”며서 “미국이 주권을 거부하는 이상 미국과 초강경 대응을 할 것이다.”고 메시지를 전했다.

Experts are making various analyses of the reason behind the launch of the cruise missile as soon as the Trump administration took office. First, is it a response from Kim Jong-un to reject dialogue with the United States by showing an ultra-hardline response? Second, is it a signal to President Trump to stop the South Korea-US military exercises? Third, is it a preemptive strike toward preconditions for dialogue between the United States and North Korea?

트럼프 행정부가 들어서자마자 순항미사일을 발사한 속내에 대해 전문가들은 여러 가지 분석을 하고 있다. 첫째 김정은이 초강경 대응을 보임으로서 미국과의 대화를 거부한다는 반응인가? 둘째 트럼프 대통령에게 한미군사훈련 중단을 요구하는 신호인가? 셋째 미북간의 대화에 대비해 전제 조건을향한 기선제압인가?로 구분해 볼수 있다.

The first condition is that North Korea is currently sending troops to Russia and military cooperation between Russia and North Korea is solid, so it is not easy for them to leave Russia and engage in talks with the United States.

첫째 조건은 북한이 현재 러시아에 군대를 파견하고 있고 러북간의 군사협력이 견고해 섭불리 러시아곁를 떠나 미국과 대화에 임하기란 쉽지 않다.

The second condition is that if talks between the United States and North Korea are successful, they will first demand that President Trump stop US-ROK military exercises.

둘째 조건은 미북간 대화가 성사된다면 우선 한미 군사훈련 중단을 트럼프 대통령에게 요구할 것이다.

The third condition is that if they are engaged in a tug-of-war to hold talks between the United States and North Korea, it will be to obtain more concessions from the United States.

셋째 미북간 대화를 하기 위해 줄다리기를 한다면 미국에 더 많은 양보를 얻어 내기 위한 것이다.

The United States should thoroughly analyze North Korea’s intentions and come to the table for talks. North Korea believes that if it doesn’t have nuclear weapons, it will die, so they believe that giving up nuclear weapons means the death of the Kim Jong-un regime.

미국은 북한의 속셈을 철저하게 분석하고 대화에 임해야 할 것이다. 북한은 핵이 아니면 곧 죽음이라는 신념을 갖고 있기 때문에 북한에 있어서 핵 포기란 곧 김정은정권의 죽음이라고 믿고 있다.

Meanwhile, the South Korean Ministry of Foreign Affairs stated, “We urge North Korea to respond to South Korea-U.S. proposals and return to dialogue” regarding President Trump’s statement that he would “renew contact with North Korea’s Kim Jong-un.”

한편 한국 외교부는 “트럼프 대통령의 '북한 김정은과의 다시 접촉하겠다'는 발언에 대해 "북한이 한미의 제안에 호응해 대화에 복귀할 것을 촉구한다"고 밝혔다.

He also said, "The South Korean government has consistently stated its position that it is open to unconditional dialogue with North Korea for a peaceful resolution to the North Korean nuclear issue," and "The government will continue to closely cooperate with the United States on the North Korean nuclear issue and North Korea-related issues."

그러면서 "한국 정부는 북핵 문제의 평화적 해결을 위해 북한과 조건없는 대화에 열려있다는 입장을 일관되게 밝혀 왔다"며 "정부는 북핵·북한 문제에 대해 미국 측과 계속 긴밀히 공조해 나갈 것"이라 전했다.

As President Trump said in his interview with Fox News on the 23rd, he replied, “I will contact Kim Jong-un.” Currently, neighboring countries are interested in what kind of behind-the-scenes contact the United States is having with Kim Jong-un.

트럼프 대통령이 지난 23일 폭수 뉴스와의 인터뷰에서 언급했듯이 “김정은과 연락 할 것이다.“고 답했다. 현재 미국은 김정은과 어떤 물밑 컨텍이 이루어지고 있는지 이웃국가들의 관심사항이다.

Just as President Trump evaluated the US-North Korea dialogue as a major achievement during his first term, neighboring countries are paying keen attention to the possibility of a US-North Korea summit during his second term. However, it is not easy to make a hasty judgment because the Korean Peninsula issue is currently being pushed down in the priority of US foreign policy.

트럼프 대통령이 1기 행정부에서 미북 대화를 주요 성과로 평가 하듯이 2기 임기중 미북 정상회담 가능성에 대해 주변국들이 촉각을 세우고 있다. 하지만 현재 한반도 문제가 미국의 대외정책의 우선순위에서 밀려있기 때문에 섣부른 판단을 하기란 쉽지않다.(끝)
