A meeting between US Deputy Secretary of State Kurt Campbell and South Korean First Vice Minister of Foreign Affairs Kim Hong-kyun was held at the US State Department building on the 23rd (local time in the US).

Deputy Secretary Campbell and First Vice Foreign Minister Kim Hong-kyun made public remarks to reporters ahead of the meeting. “The United States has full confidence in the leadership of Acting President Han Duck-soo and the resilience of Korean democracy,” Deputy Secretary Campbell said.

QUESTION:(Janne Pak): Will the US-ROK NCG(Nuclear Consultative Group) Meeting Resume Within This Administration?

A:(DEPUTY SECRETARY CAMPBELL): This is going to be one of the issues that we’re going to discuss today. Our expectation is that the critical mechanisms in the U.S.-ROK relationship will remain in place, and we believe that a meeting schedule is important.

Earlier, the U.S. government postponed the ROK-U.S. Nuclear Consultative Group (NCG) meeting and exercises, as well as the visit to South Korea by Secretary of Defense Lloyd Austin, following the martial law declaration on December 3 (local time in South Korea).

앞서 미국 정부는 12월 3일(한국, 현지시간) 비상계엄 사태 이후 한미 핵협의 그룹(NCG) 회의 및 도상연습, 로이드 오스틴 국방부 장관의 방한 등을 연기했었다.

First Vice Minister Kim Hong-kyun said, “We are grateful to the United States for its unwavering support and trust in the ROK-US alliance and the democracy of the Republic of Korea throughout the political situation in South Korea,” and added, “We would like to assure you that the government under Acting President Han Duck-soo is operating stably and that future developments in South Korea will be carried out in accordance with democratic procedures in accordance with the Constitution and the rule of law.”

He said, “I look forward to discussing with the Deputy Secretary ways to continue to strengthen the ROK-US alliance and promote broad-ranging US-Japan trilateral cooperation based on the achievements made so far.” He added, “This will apply not only to the remainder of the Biden administration’s term, but also to the new US administration to come.”

그러면서 “저는 부장관과 함께 ROK-US 동맹을 지속해서 강화하고, 지금까지 이룬 성과를 바탕으로 광범위한 미-일 3자 협력을 추진하는 방안에 대한 논의를 기대한다.”며 “이는 바이든 행정부의 남은 임기뿐만 아니라, 다가올 새로운 미국 행정부에서도 마찬가지이다.”고 말했다.

Meanwhile, Deputy Secretary Campbell and Vice Minister Kim agreed to strengthen diplomatic efforts to block illegal military cooperation between North Korea and Russia, as the participation and casualties of North Korean troops dispatched to Russia were confirmed during the meeting.

한편, 캠벨 부장관과 김 차관은 회담에서 러시아에 파병된 북한군의 참전 및 사상자 발생이 확인된 만큼 북러 간 불법 군사협력을 저지하기 위한 외교적 노력도 강화해 나가기로 했다.

It was reported that the two countries agreed to further strengthen their joint defense posture and to prepare for the possibility of provocations by North Korea that misjudge the political situation in South Korea.

양국은 한국의 정치 상황을 오판한 북한의 도발 가능성에 대비해야 한다는 데 공감과 연합 방위 태세를 더욱 굳건히 유지해 나가기로 했다고 전해졌다.

The key is whether the diplomatic and security cooperation between Korea and the US established under the Biden administration will continue under the next Trump administration.

The US has maintained a strong alliance with South Korea even after the change of president.
