US-ROK-Japan Joint Chiefs of Staff Meeting_“USFK Priority on Checking China as Well as North Korea!”

[미한일 합참의장회의_“주한미군, 북한 뿐만아니라 중국견제에 우선순위!”]

@At the meeting of the Chairman of the Joint Chiefs of Staff of the Republic of Korea, the United States, and Japan held in Seoul on the 11th, Chairman of the Joint Chiefs of Staff of the United States Dan Caine emphasized the need to check China and responsibilities for the alliance so that ‘we can fight even tonight’, while strengthening security cooperation among the three countries.>>

The first US-ROK-Japan Joint Chiefs of Staff meeting of 2025 was held in Seoul under the Trump administration's second term. This trilateral Joint Chiefs of Staff meeting was held on the 11th (local time in Korea) at the Joint Chiefs of Staff Headquarters in Yongsan-gu, Seoul, with the attendance of US Chairman of the Joint Chiefs of Staff Dan Caine, South Korean Chairman of the Joint Chiefs of Staff Kim Myung-soo, and Japanese Joint Chiefs of Staff Chief of Staff Hyoshihide Yoshida.

트럼프 2기 행정부가 들어서, 2025년 첫 미한일 합참의장회의가 서울에서 개최됐다.

이번 3국 합참의장회의는 11일(한국, 현지시간) 미국의 댄 케인 합참의장, 한국의 김명수 합참의장, 일본의 요시다 효시히데 통합막료장등이 참석한 가운데 서울 용산구 합동참모본부 청사에서 열렸다.

The three countries' Joint Chiefs of Staff chairmen discussed ways to strengthen trilateral security cooperation, including USFK, defense costs, and containing North Korea and China.

3국 합참의장들은 주한미군, 방위비,북한,중국견제등 3국간 안보협력강화 방안을 논의했다.

US Chairman of the Joint Chiefs of Staff Dan Caine is an important figure who recently led the "Operation of Midnight Hammer" an operation to destroy Iran's nuclear facilities, under special orders from President Trump.

댄 케인 미 합참의장은 최근 이란 핵시설 파괴 작전인 “한밤중 망치 작전”에 트럼프 대통령의 특명을 받고 주도를 했던 중요한 인물이다.

Let’s take a look at the remarks made by Chairman of the Joint Chiefs of Staff Dan Caine at the meeting of the three countries’ Joint Chiefs of Staff Chairmen. He said, “The focus of the United States is to reestablish deterrence,” and “To do this, tripartite cooperation among the three countries is absolutely necessary.” “North Korea and China are currently pursuing an unprecedented level of military buildup, and this reflects clear and unambiguous intentions.”

댄 케인 합참의장의 3국 합참의장 회의에서의 발언에 주목해 보며, “미국의 초점을 억제력의 재확립에 있다.”며 “이를 위해서는 3국간의 삼자 협력이 반드시 필요하다.” “지금 북한과 중국은 전례없는 수준의 군사력 증강을 추진중이며, 이는 명확하고 분명한 의도를 반영하고 있다.”고 밝혔다.

He also emphasized the responsibility of containing China and forming an alliance so that "we can fight even tonight."

그러면서 "오늘 밤 이라도 싸울수 있도록 대중국 견제와 동맹 책임을 강조 했다."

This emphasizes that the role of the US military in Korea is to prioritize deterrence and response to threats from China as well as North Korea.

이는 주한 미군의 역할이 북한뿐만 아니라 중국의 위협에 우선적으로 견제와 대응을 하겠다는 것을 강조하고 있다.

In a previous US Department of Defense briefing, when I asked Pentagon Chief Spokesperson Pannell about the US position on the reduction of US forces in Korea and its role, he stated, “We (the US) will maintain an ironclad relationship with our ally, South Korea, and will protect South Korea.”

앞서 미 국방부 브리핑에서 파넬 펜타곤 수석대변인에게 “주한미군 감축과 역할에 대해서 미국의 입장을 묻는” 나의 질문에, 그는 “우리(미국)은 동맹인 한국과 철통같은 관계를 유지할 것이며, 한국을 지킬 것이다.”고 밝힌바 있다.

In the end, it means that while maintaining an unchanging alliance, our country (South Korea) also has a responsibility to thoroughly defend itself in the Korean Peninsula issue. This implies that there will be changes in the reduction plan for US forces in Korea depending on whether the defense cost sharing is increased.

결국 변함없는 동맹관계를 유지하지만, 한반도문제에 있어서 자국(한국군)이 철저하게 방어를 해야 할 책임도 있다는 것이다. 여기에는 방위비 분담금 증액의 지불여하에 따라 주한미군의 감축계획에도 변화가 있을것이라는 암시이다.

Meanwhile, Commander of US Forces Korea , General Brunson said, “The US-ROK-Japan trilateral cooperation relationship is developing steadily,” and “We (the US) face a common threat, and our cooperation provides a credible deterrent against North Korea and other power challenges.” He added, “If there is a potential conflict between the US and China, there is no place better prepared than Korea.”

한편, 브런슨 주한미군 사령관은 “미한일 삼자 협력관계는 점점 발전하고 있다.”며 “우리(미국)는 공동의 위협을 마주 하고 있고 우리의 협력은 북한과 다른 지력의 도전에 대해, 신뢰할 만한 억지력을 제공한다.”고 말하면서, “미국과 중국의 잠재적 충동 상황이 있다면, 한국보다 더 나은 전게 태세를 갖춘 곳은 없다.”고 말했다.

He added, “What I want our troops to understand by ‘strategic flexibility’ is that first, we must be flexible in our thinking, second, we must be flexible in our planning, and third, we must be flexible in our execution.” He added, “What allows us to demonstrate ‘strategic flexibility’ here is the strong ROK military.”

그러면서 “제가 우리 부대원들에게 이해 시키고자 하는 ‘전략적 유연성’의 의미는 첫째, 사고 방식에서 유연해야 하고 둘째, 계획수립에서도 유연해야 하며 셋째, 실행에 있어서도 반드시 유연해야 한다.”고 말하면서, “이곳에서 우리가 ‘전략적 유연성‘을 발휘할수 있게 해 주는 것은 강력한 대한민국 군대이다.”고 덧붙였다.

Commander of US Forces Korea, General Bruns strongly stated that, other than the US forces stationed on the Korean Peninsula, there is no force in this region that can exert real effects against the enemy, but we must also keep in mind that if the US forces in Korea are reduced, a security vacuum could occur on the Korean Peninsula.

브런스 주한미군 사령관은 한반도에 주둔한 미군 병력 외에는 이 지역이 적을 상대로 실질적 효과를 낼수 있는 전력이 없다고 강력하게 말하고 있지만 만약 주한미군이 감축된다면 한반도에는 안보공백이 일어 날수 있다는 것도 명심해야 한다.

Moreover, if the number of US troops in Korea is reduced, the commander of the Combined Forces Command is slightly adjusted from the current four-star general to a three-star general, and the commander of the US Combined Forces Command in Japan is adjusted from the current three-star general to a four-star general, then the interest in Japan will increase more than in South Korea, so the change in the role of the US military on the Korean Peninsula cannot help but become a major concern more than ever.

더구나 주한 미군 감축시 연합사령관을 현재 4성 장군에서 3성 장군으로 소폭 조정하고, 주일 미군 연합사령관 현제 3성 장군에서 4성 장군으로 재 조정한다면, 한국보다 일본에 대한 관심이 높아지기 때문에 한반도에서의 미군의 역할 변화가 어느때보다 주요한 관심사가 되지 않을수 없다.

As North Korea, China, and Russia are showing closer movements, I believe that the ROK-US alliance is more important than ever, and the practical benefits of ‘ We going together’ with the alliance should be prioritized over emotions.

북한과 중국, 러시아가 더욱 밀착 행보를 보이고 있는 가운데 한미 동맹이 어느때 보다 중요하다, 감정보다 동맹과 ‘함께 가는’ 실질적인 이익을 우선순위에 둬야 한다고 본다.(끝)
