“U.S.-ROK-Japan discussion on North Korean nuclear issue_Strengthening cooperation between the three countries to respond to provocations”

@Q&A with a State Department Spokesperson Matthew Miller and Janne Pak at the State Department Press Briefing on December 9, 2024.

@On the 9th, Daniel Kritenbrink, U.S. Assistant Secretary of State for East Asian and Pacific Affairs, Hiroyuki Namaz, Director of Asia and Oceania at the Japanese Ministry of Foreign Affairs, and Cho Gu-rae, Director of the Diplomatic Strategy and Intelligence Center at the South Korean Ministry of Foreign Affairs, take a commemorative photo before meeting in Tokyo, Japan to discuss the North Korean issue.>>

President Yoon Suk-yeol's vote to declare martial law was rejected by the South Korean National Assembly, but the conflict between citizens who support the opposition party and those who support the ruling party is growing. People who are concerned about South Korea's security support that President Yoon's martial law was appropriate, while so-called leftist forces supporting the opposition party are holding candlelight vigils to force President Yoon to step down and make the opposition leader the president.

The U.S. State Department reaffirmed the principle that South Korea's political chaos must be resolved in accordance with the rule of law and the Constitution. He said that despite the chaotic environment caused by the declaration of martial law, the U.S.-ROK alliance remains strong and will remain committed to peace and security on the Korean Peninsula.

State Department spokesperson Matthew Miller said, “President Yoon Suk-yeol is the president of South Korea, and political processes in South Korea must proceed in accordance with South Korea’s laws and constitution.”

Spokesperson Miller responded to my question at a briefing on the 9th, “The vote to impeach President Yoon Suk-yeol was rejected." “How does the United States, as an ally, view the chaos in South Korea caused by the continued abuse of impeachment by certain political parties?” he responded, “I will never comment on political parties in South Korea.”

“What we have missed and been happy to see over the past few days has been the democratic resilience of the Republic of Korea in a time of testing and uncertainty,” he said.“What we hope for going forward is that political disagreements will continue to be resolved peacefully and in accordance with the rule of law,” he added.

Previously, six opposition parties, including the Democratic Party of Korea, proposed a bill to impeach President Yoon on the grounds of non-fulfilment of martial law requirements and violations of the Constitution and laws. The impeachment motion was automatically repealed.

In addition, to the question, “Will this chaotic situation in South Korea affect official talks or events between South Korea and the United States?” he said,“The ROK-U.S. alliance is still ironclad,” and “We will continue to work for peace and security on the Korean Peninsula.” “We are doing our best and will continue to do so,” he emphasized.

In response to a question about the high-ranking officials of South Korea, the United States, and Japan discussing the North Korean nuclear issue in Tokyo on the 9th (local time), he said, "We believe that strengthening the tripartite alliance has been an important task for the current administration, and we will continue to pursue it even on the last day of the term."

QUESTION:(Janne Pak): Thank you, Matt. A few questions on South Korea and U.S. The impeachment vote against South Korean President Yoon failed. As an ally, how does the United States view the state of confusion caused by the constant impeachment and the abuse of certain political parties in South Korea?

A:(MR MILLER): So I’m certainly not going to comment on political parties inside South Korea. What we want to see and what we have been pleased to see over the past few days is the democratic resilience of the Republic of Korea during a period of testing and uncertainty. And what we expect going forward is that political disagreements continue to be resolved peacefully and in accordance with the rule of law.

QUESTION:(Janne Pak): Will this chaotic situation in South Korea affect official meeting or event between U.S. and South Korea?

A:(MR MILLER): The alliance between the United States and the Republic of Korea remains ironclad. We are committed to the peace and security of the Korean Peninsula, and we will continue to be.

QUESTION:(Janne Pak): Lastly, the high-level consultation meeting between the U.S., South Korea, and Japan held in Tokyo for resolving the North Korean nuclear issue, do you have anything? Or – also – and U.S.-South Korea nuclear consultative group meeting was canceled. Will it be held again before Biden administration leaves?

A:(MR MILLER): I don’t have anything to say with regards to the rescheduling of that meeting. I can tell you that when it regard – when it comes to the trilateral meetings between our three countries, something that we thought was important to establish, Assistant Secretary Kritenbrink is in Tokyo now to – or is in – either is in there now or will be there tomorrow to hold meetings with his counterparts from the Republic of Korea and Japan. We believe the strengthening of that trilateral alliance has been an important engagement under this administration, and we will continue to pursue it during our final days in office.

QUESTION: Thank you.
